  • Workshop in Chisinau: we shared knowledge with Moldovan and Ukrainian railway workers

    www.transport-community.org How far we have progressed in reforming the public sector over the 36 years of Lithuania's independence is particularly clear from the perspective of other countries with similar historical experience. This was also confirmed by Leaners partner Antanas Dubikaitis, who participated in a seminar in Chisinau on March 17-18, where he, together with other experts from Lithuania, shared practical knowledge with railway professionals from Moldova and Ukraine. “Despite the difficult situation in the region, these countries continue to integrate European Union requirements into their daily activities. The European Commission is purposefully continuing projects that help adopt the good practices of EU countries,” says Antanas. “I am happy to contribute to this activity, share knowledge about the practical application of EU railway rules, and at the same time inspire transport professionals to believe that change is possible.” www.transport-community.org The event covered a variety of topics: railway safety, technical compatibility of different railway systems, legislation and other relevant issues. Representatives of the Ministries of Transport of Moldova and Ukraine, railway safety authorities, investigative bodies and railway companies participated. The project is funded by the European Union to help Moldova, Ukraine and Georgia gradually integrate into the activities of the Transport Community.   • Difficult conditions do not hinder the desire of Ukrainian public sector organizations to improve

    Although the situation in Ukraine is critical due to the large-scale war, life continues in the country, as do the activities of public sector organizations. Leaners partner Robertas Šerėnas worked as an expert on 4 projects in Ukraine before the war, and on the 2nd during the war. This time he is consulting for the Kiev-based Project Management Group (SoE PMG), which administers projects implemented in Ukraine supported by international financial institutions.   “My task is to help this state-owned enterprise become more efficient and move from functional to procedural management,” says Robertas Šerėnas. “The scope of planned activities includes updating the institution’s vision, mission, and strategy, as well as standardizing processes, which we have already started with the Project Management Group team implementing the project. I am glad that I can use my knowledge and experience to help Ukrainians, who do not give up even in the most difficult conditions and continue to improve the public sector. After all, behind every project or organization there are simply people from whom I learn resilience, determination, and dedication to working for my country every time.”   This European Union project is coordinated by the Central Project Management Agency in Lithuania, which has extensive international experience. Experts from the organization development company Leaners , in cooperation with agencies in various countries, have already provided consulting services to 27 public sector organizations in 14 countries.

  • Leaners experts start working in Montenegro

    The geography of our projects is expanding to Montenegro - Leaners partners Antanas Dubikaitis and Robertas Šerėnas are starting work on a European Union-funded project here. It aims to strengthen the organisational capabilities of specialists in the transport sector of this country, increase operational efficiency and improve its results, as Montenegro prepares to join the European Union.   In this technical assistance project initiated by the European Commission, A. Dubikaitis and R. Šerėnas, together with other international experts, will advise representatives of the Ministry of Transport of Montenegro. Drawing on their long-standing experience in the transport sector and knowledge gained from consulting public sector organisations in various countries, they will prepare Montenegrin railway transport legislation in such a way that it complies with the requirements for railway transport in force in the European Union.   “International projects are one of the most important areas of our expert activity, which allows us to apply proven and truly effective management methods and discover new solutions needed for a specific country,” says Antanas Dubikaitis. “We always offer our clients insights that would best contribute to the creation of a culture of continuous improvement in their organisations and inspire them to transform into modern institutions that meet public expectations and the latest management trends.”   Leaners experts will work on the project of the Ministry of Transport of Montenegro from June to October this year. Prosecutor's Office of Lithuania The main operational processes were identified and analysed, factors determining the workload and time norms for actions were determined, and a methodology for deciding workloads was prepared. State Tax Inspectorate of Lithuania Training has been provided to teams on simplifying processes and enhancing efficiency. In collaboration, over 20 operational processes have been reviewed and plans for their improvement have been devised. Sessions to cultivate a culture of continuous improvement have been conducted. Government Chancellery of Ukraine The employees of the Government Chancellery were trained on improving operational processes, a process improvement methodology based on LEAN principles was created, and process improvement pilot projects were implemented in the Ministry of Education and the Department of Civil Service. Ministry of Environment of Lithuania The teams of the bodies subordinate to the Ministry - the State Protected Areas Service, the two Directorates of Protected Areas, and the National Land Service - were trained on how to simplify processes and increase their efficiency. More than 15 operational processes were reviewed together with them, proposals were made, and organizational strategies were developed. Vilnius municipality We reviewed the operational processes chosen by the client, and made suggestions on how to increase their efficiency. During the project, we generated proposals to increase service delivery speed by more than 25 times. Vilnius Public Health Office The organization’s mission, vision, strategy, and values were developed, strategic projects were prepared together with the office team, an employee suggestion system was implemented, an employee engagement survey was conducted, and budget planning and asset management processes were improved.
